The Delhi Wakf Board is a Social and Charitable Organisation. The Board manages, supervise and control the Wakf properties in Delhi. The Wakf properties are managed by the Board directly, by the Mutawallies and by Managing Committees. The Board has the over all authority to see that the Wakf is being managed properly. In case of mismanagement, the Board has power to remove the Mutawalli or the Managing Committee. Every Mutawalli and Managing Committee is supposed to deposit in the Board upto 7% of its income as Wakf contribution. The law has devised this mechanism to give the Board financial support from every Wakf. It has been seen that some Mutawallies and Committees, ignore this provision of law and the Board has to enter into lightly correspondence with the concerned parties. The law on this point is very clear. The Mutawalli is at liberty to utilise 93% of the income as per the Wakfnama but he should pay 7% of the income to the Board. The Board has its own financial commitments such as payment to the Imams & Moazins, the payment to the widows, electricity or water bill of the Mosques etc. and this is very desirable that Mutawallies pay the 7% Wakf contribution gladly without any reservation.
The management of Wakf properties in rural areas is quite trouble some for the Board. It is not possible for it to effectively control all graveyards and some of them have been encroached. Eviction proceedings against the encroachers are going on and it will take time to finalise them. Board is making efforts to bring all the properties under its effective control. Mutation proceedings in some villages are in progress and Boards staff is in constant touch with the Tehsil offices. The Board has made efforts to strengthen its finances. Unipole advertisements contract have been awarded. The realisation of rent is given priority. Court cases are being streamlined. A panel of lawyers have been recently formed and cases have been evenly distributed. Important court cases are regularly monitored. Board is holding regular meetings. Boards Chairman and C.E.O. are making sincere efforts to make the Board number one Board in India.
